The authorities overseeing this facility have requested changes. For instance they demanded mattresses for the children put in Observement placement. (Lying on concrete floor on their stomach all day). But the facility employs a lot of people from the local community, so they have so far not been prepared to risk loss of jobs. It closed in 2009.
