| Mexico has in fact functioned as a
kind of garbage can, where things that can not see the light of the day in
the United States, are placed.
The majority of facilities was located in the region called Baja
just south of California.
During a number of raids in the years after 2001 most of the
facilities was shut down. However as of 2009 at least one facility
is still in operation.
The are also several temporary church camps operating in the
country for a limited period, which are used for behavior
modification.
