WWASP level system

The WWASP level system consist of six levels.
The detained teenagers arrive at the first level.
They can move up in the level system by earning merits.
The rather complex system of merits are explained in the WWASP Parent manual, but examples of loosing merits by actions not described in the manual have been seen.
Some of the staff members are rather young and examples of power trips based on inexperience have been seen.
