Any moving up and down in the system is done via a point system which is controlled by good or bad behavior and the ability to observe the rules. If the student are not moving forward in the system or have lost point they can be put on "observation placement" which is a kind of time out where any movements are not allowed.

Cross Creek Programs is a behavior modification facility with several campuses, where the main campus is located on 150 N State St, La Verkin, Utah [1]

Recent development indicate that they also have a south campus a couple of miles away and a pass house for teenagers who have been so long in the system that they are allowed some level of freedom every day [2]. The pass house is the half of an motel in the area [3].

It operates under an umbrella organization of WWASP. The property on which the school is placed, is owned by Robert Lichfield.

It consists of two programs. One for girls (Cross Creek Manor) and one for boys (Cross Creek Center). It was founded in 1987 and is the oldest still-opened facility related to WWASP.

Program description

Some detainees arrive tricked by their families but parents are advised to use a teen escort company.

Level system

Both programs consist of six levels. New detainees starts at level 1. They must show good behavior and attend a number of seminars in order to be voted up to the next level by their fellow detainees and therapists.

Detainees start with no privileges. Upon arrival they are strip-searched and their clothes are removed. They are handed an uniform appropriate for their level. They are not allowed to wear shoes due to the flight risk. As it is stated on the homepage of the facility: All of the programs have secure campuses, which keep students in and strangers out. Some are more secure than others [4]

According to statements some of the privileges which the detainee has to work for is[5] [6]:

  • Phone contact with the family (Monitored letters are allowed, incoming mail is scanned before given to the detainee)
  • Visit from the family
  • Talking with fellow detainees (Level two and above) unless it is a part of group therapy
  • Right to shave or use hair products(Level two and above)
  • hoes (Level 3 and above)
  • Make-up or jewelry (Level 4 and above)

In order to keep the detainees from running from the facility, a number of security precautions are mandatory:

  • No use of bathroom with doors fully closed.
  • No crossing of threshold without asking staff
  • No recording of phone numbers or addresses beside the parents
  • Check every morning to ensure that only one pair of bras, underwear and socks are on.
  • No watching television or newspaper reading
  • No looking out of the windows
  • No speaking when staff orders "silence"
  • No physical contact with other girls except as part of group therapy (hugs)

Once a detainee reach level 5, they become junior staff member based the education they themselves have obtained as a detainee in the program. However they are still closely monitored so they do not give favors to students in lower levels.

Living conditions

Inside south campus[2], which is a former elderly housing the detainees live in rooms with three beds. Each room share a bathroom. There are 8 rooms in each wing.

Consequences

Any moving up and down in the system is done via a point system which is controlled by good or bad behavior and the ability to observe the rules. Negative points can given to a student that masturbates in private (If suspicious remains is found anywhere) or for looking at detainees of the other sex. If the student are not moving forward in the system or have lost point they can be put on "observation placement" which is a kind of time out where any movements are not allowed.

In the south campus[2] the OP rooms (isolation rooms) are located near the office.

"Exit Plan"

A detainee graduates when the person reach level six or the person become 18. If a person does not reach level six before the 18 birthday, the detainee can choose an Exit Plan, which consists of being handed money (amounts between 10 and 100 dollar according to sources) and a bus ticket to Denver. The family of the detainee has no obligations to take the detainee back and in fact the parents are urged no to during seminars, they have to attend in order to visit their own child once, they have enrolled the child in the program.

Parent involvement

Parents are not obligated to do anything. It is an totally outsourcing of the adolescents of the youth, but if they insist in seeing the child during the stay, they are mandated to attend a parents seminar, so they are emotionally prepared to reject any kind of claim of abuse from the child about the place [7].

Education

None of the education claimed to be done there are recognized by an accreditation association which is enlisted at the United States Department of Education. They refer to an independent association named Northwest Association of Accredited Schools . However, if the detainees graduate from the Cross Creek programs, they can attend the local Dixie State College as students where they can pursue their AA degrees.

Criticism

As it is the case with other WWASP facilities, there have been allegations about human rights violations of children [8].

According to statements from former detainees, the Cross Creek program used the now closed facility (for child abuse) "High Impact" in Tecante, Mexico for punishment [9].

The facility is also involved in a lawsuit [10].

In the news

Cross Creek Manor was mentioned in connection with the closing of another school in Brno, Czech Republic [11].

In 2007 a girl aged 17 - Jessi Graf managed to escape the feared facility. [12] [13]. It was later confirmed that she was found safe and returned to the home of her parents, where she hopefully will remain without being detained further [14]

In 2011 low enrollment meant that they rented some of the buildings to Horizon Academy, which was moving up from Nevada to Utah.

2013 it was reported that the program was closed [15]
